The McGeorge Capital Center for Law & Policy welcomes California State Senator Richard Pan for a conversation about his work on public health policy, issues facing the Asian and Pacific Islander community, and issues facing the Sacramento region that he represents.
Dr. Richard Pan is a pediatrician and State Senator who represents Sacramento, West Sacramento, Elk Grove, and unincorporated areas of Sacramento County. He serves as Chair of the Senate Committee on Health and Chair of the Senate Select Committee on Asian Pacific Islander Affairs and the Asian Pacific Islander Legislative Caucus. He also serves on the Special Committee on Pandemic Response, among other committee assignments.
Senator Pan has worked extensively on health policy. He authored one of the most expansive state laws regulating health plans – eliminating denials for pre-existing conditions and prohibiting discrimination by health status and medical history. He was also called a “hero” by TIME Magazine for authoring legislation abolishing non-medical exemptions to required vaccines for school students. He authored legislation to further strengthen that law in 2019.
Dr. Pan earned a Bachelor of Arts in Biophysics from Johns Hopkins University, a Medical Doctorate from the University of Pittsburgh, and Masters of Public Health from Harvard University.
